The first year of Carlos Alvarado Quesada’s government ends in May 2019. In general, 2019 was a year of fiscal austerity social protest, and little optimism in the economy. The minority government, leaning to the left, forms a coalition with right-wing parties. The party system is one of the most fragmented in the recent history of Costa Rica. Even so, for a first year of government, this is one of the highest legislative production in three decades. Three factors are associated with this result: government commitment to the average party in the Legislative Assembly, a proactive Assembly, and greater particularism of the deputies.
